ছুটির দিনে কাজ করিয়ে ‘ছুটি সমন্বয়ের’ চিন্তা মালিকদের: শ্রমিক অসন্তোষ এড়াতে দ্রুত পদক্ষেপ প্রয়োজন

গত ২৩ জুলাই থেকে ৫ আগস্ট পর্যন্ত কঠোর লকডাউনের কারণে সরকারি নির্দেশনায় গার্মেন্টস কারখানাসমূহ বন্ধ রাখা হয়। ফলে কারখানা বন্ধের কারণে ঈদের ছুটির পর শ্রমিকরা ২/৪ দিন বাড়তি ছুটি ভোগ করার সুযোগ পায়। পরবর্তীতে গণপরিবহন বন্ধ থাকা অবস্থায় প্রচন্ড দুর্ভোগের মধ্যে শ্রমিকদের ১ আগস্ট থেকে কারখানায় যোগদান করতে বাধ্য করে কারখানা কর্তৃপক্ষসমূহ। শ্রম আইন অনুযায়ী কারখানার শ্রমিকরা ১ দিন সাপ্তাহিক ছুটি ভোগ করে। কিন্তু গত শুক্রবারে দেশের অধিকাংশ গার্মেন্টস কারখানায় শ্রমিকদের জেনারেল ডিউটি করানো হয়। ছুটির দিনে ডিউটি করার বিষয়ে শ্রমিকরা অপারগতা জানালেও লকডাউনের কারণে তারা যে কয়দিন ছুটি কাটিয়েছে সেগুলো সমন্বয় করা হচ্ছে বলে কারখানা কর্তৃপক্ষসমূহ তাদের জানায়।

কঠোর লকডাউনে সরকারী নির্দেশনায় মালিকরা কারখানা বন্ধ রাখে। এতে শ্রমিকরা কারখানায় এসে কাজ করতে চাইলেও সরকারি নির্দেশনার দরুণ তা সম্ভব ছিলো না। এতে শ্রমিকের কী দোষ! কিন্তু কারখানা মালিকরা শ্রমিকদের দিয়ে বিনা মজুরিতে ওভারটাইম করিয়ে কারখানা বন্ধের মাশুল তুলতে চায়। বিগত প্রায় দেড় বছর ধরে করোনা মহামারীর কারণে দেশে লকডাউন পরিস্থিতি বিরাজমান থাকলেও এর পূর্বে গার্মেন্টস খাতকে কখনো লকডাউনের আওতায় আনা হয় নি। সম্প্রতি করোনা সংক্রমণের উচ্চ ঝুঁকি চলমান থাকায় এক ধরণের গণতাগিদে গার্মেন্টস খাতকেও লকডাউনের আওতায় আনা হয়। যদিও সরকার ঘোষিত ৫ আগস্ট পর্যন্ত গার্মেন্টস কারখানা মালিকরা বন্ধ রাখে নি।

বাংলাদেশের শ্রম আইন অনুযায়ী শ্রমিকদের সাপ্তাহিক ছুটি, উৎসব ছুটি ও অসুস্থতাজনিত ছুটিসহ বিভিন্ন রকম ছুটি প্রাপ্য। কিন্তু দেখা যায়, এসব ছুটি অধিকাংশ কারখানাতেই প্রদান করা হয় না। ফলে প্রতি বৎসরই শ্রমিকরা এসব আইনী ছুটি প্রাপ্য থাকে। এসব প্রাপ্য ছুটির পরিবর্তে তাদের মজুরিও প্রদান করা হয় না। ফলে সমন্বয়ের নামে মালিকরা জেনারেল ডিউটির নামে গার্মেন্টস শ্রমিকদের বিনা মজুরিতে খাটিয়ে নেয়ার যে বিভৎস কর্মকান্ড দেখাচ্ছে, তা সকল আইন ও নীতি নৈতিকতাকে লঙ্ঘণ করে। অন্যায্যভাবে ছুটির দিনে শ্রমিকদের দিয়ে কাজ করানোর ফলে শ্রমিকদের মধ্যে তীব্র ক্ষোভ ও অসন্তোষও তৈরি হতে দেখা যাচ্ছে। এ বিষয়ে সরকারের সংশ্লিষ্ট দপ্তরসমূহের কারখানাসমূহের বিরুদ্ধে জরুরি ভিত্তিতে ব্যবস্থা নেয়া দরকার। নতুবা এ বিষয়টি নিয়ে অনাকাংখিত পরিস্থিতি সৃষ্টি হলে সরকার ও সরকারের সংশ্লিষ্ট দপ্তরসমূহ কোনভাবেই এর দায় এড়াতে পারবে না।
