উলে¬খিত করের প্রেক্ষিতে গ্রাহকদের মধ্যে বিরূপ প্রতিক্রিয়ার বিষয়ে সিটি কর্পোরেশনের প্রধান রাজস্ব কর্মকর্তা সেঁজুতি ধর জানান, আমাদের পূর্বের এসেসমেন্ট যথাযথ হয় নি। সেকারণে অনেকের কাছে বাড়ির মূল্যমান বেশি নির্ধারণ হয়েছে বলে মনে হচ্ছে। তবে গ্রাহকদের মধ্য থেকে বিভিন্ন আপত্তি আমরা শুনতে পাচ্ছি। এ বিষয়ে মেয়র মহোদয় সংশি¬ষ্টদের নিয়ে আলোচনা করে প্রয়োজনীয় ব্যবস্থা গ্রহণ করবেন। এ বিষয়ে সিটি কর্পোরেশন কর্তৃপক্ষ শতকরা সর্বোচ্ছ কত ভাগ পর্যন্ত রিবেট করতে পারে এ বিষয়ে রাজস্ব কর্মকর্তার কাছে জানতে চাইলে তিনি বলেন, আইন অনুযায়ী সিটি কর্তৃপক্ষ সর্বোচ্ছ ১৫% কর রিবেট করতে পারেন। কিন্তু সিটি কর্পোরেশন যেহেতু একটি স্বায়ত্ত্বশাসিত প্রতিষ্ঠান সেহেতু এখানকার জনমনের প্রতিক্রিয়া সিটি কর্পোরেশন কর্তৃপক্ষ সুবিবেচনায় নিয়েই প্রয়োজনীয় পদক্ষেপ নিবেন বলে তিনি জানান। তিনি উলে¬খ করেন, এর আগে ২২ থেকে ৩৩ নম্বর ওয়ার্ডে হোল্ডিং ট্যাক্স নির্ধারণের ক্ষেত্রে মেয়র মহোদয় সর্বোচ্ছ ৩০-৪০ ভাগ পর্যন্ত রিবেট করেছেন।
মিউনিসিপ্যাল করপোরেশন (ট্যাক্সেশন) রুলস-১৯৮৬ অনুসারে পৌর কর্তৃপক্ষ শতকরা ৫ থেকে ১০ ভাগের চেয়ে বেশি কর আরোপ করতে পারবে না। এ রুলস এর অধীনে ২০১৫ সালে একটি গেজেট প্রকাশ করে সরকার। ওই গেজেটে ইমারত ও জমির উপর শতকরা ৭ ভাগ, ময়লা নিষ্কাশন বাবদ শতকরা ৭ ভাগ, সড়ক বাতি বাবদ শতকরা ৫ ভাগ, পানি বাবদ শতকরা ৩ ভাগ এবং স্বাস্থ্য খাতে শতকরা ৮ ভাগ ট্যাক্স নির্ধারণ করা হয়। সবমিলে শতকরা ৩০ ভাগ ট্যাক্স নির্ধারণ করা হয়। কিন্তু ময়মনসিংহ সিটি কর্পোরেশন ধার্যকৃত নতুন কর আগের করের চেয়ে কোথাও কোথাও ৭০০-৮০০ ভাগ পর্যন্ত বেড়েছে বলে জানা যায়। সে প্রেক্ষিতে সিটি কর্পোরেশন কর্তৃপক্ষ ধার্যকৃত কর থেকে রিবেট করলেও গ্রাহকেরা অতিরিক্ত কর আরোপ থেকে কতটুকু রিলিপ পাবে তা নিয়ে উদ্বেগ-উৎকণ্ঠায় রয়েছেন নগরবাসীরা।
